A New Salute for a United Nation

As the United States mobilized for the existential threat of World War II, Congress officially codified the Pledge of Allegiance to strengthen national unity and civic pride. While Francis Bellamy had originally written the pledge half a century earlier in 1892, this wartime legislation marked its official transformation into mandatory federal protocol. The move was designed to formalize patriotism at a moment when American civilian morale was vital to the global war effort.

The most jarring aspect of this 1942 codification was the sudden, mandatory retirement of the original “Bellamy salute.” For decades, schoolchildren had recited the pledge with an outstretched arm, palm up—a gesture that looked uncomfortably identical to the fascist salutes adopted by Nazi Germany and Italy. Congress began replacing the gesture in June and formally mandated the hand-over-heart salute in December 1942, cleansing the ritual of any totalitarian resemblance. Traditional organizations like the Girl Scouts maintained their specialized three-finger salutes to preserve their unique organizational identity.
